A western democratic government could well be a military regime. The USA is now a military regime. It has the world’s most significant military force and uses military means to solve economic problems. US presidents are all siding or yielding to the military-industrial complex. When US carriers sail into Chinese sovereignty islands to break the 12 nautical miles, the US propaganda cries “Chinese threats”. That’s really a military regime.
Facing double deficits for decades and not-stopping the accumulation of debts, the US government spends hugely on military excises to show the world what is “ freedom of navigation”.
The USA is a military regime. The military block has no restraint.
