If China has so much money to invest in other countries, why don’t they develop the poor parts of China?

Chinese have a different mindset from Westerners. Westerners have the mindset of a zero-sum game: what others gain is my loss. Chinese has a win-win mindset: blessed are the people who help themselves by helping others. Investing in other countries is helpful for the development of China. This is a win-win strategy. This is the shared future for mankind.
